Checks access to entities.
JSON:API needs to check access to every single entity type. Some entity types have non-standard access checking logic. This class centralizes entity access checking logic.
@internal JSON:API maintains no PHP API. The API is the HTTP API. This class may change at any time and could break any dependencies on it.
